Annual Reorganization Meeting 2021 – Mayor Taylor Speech

Good Evening and Welcome to the Annual 2021 Re-Organization meeting of the Borough of Florham Park. I would like to thank all of the dignitaries, family members, visitors and friends that have joined us on our Zoom meeting this evening to help welcome in a new year for the Borough of Florham Park.  As we fill the blocks of our Brady Bunch meeting, we look forward to the day when we can host an in person meeting once again in the Borough Hall building.

We are living in some unprecedented times!  These times have caused us to hibernate in our homes and to call off or modify many events this year; events that are tradition in Florham Park that we have grown to love, such as the Gazebo Concerts and the 4th of July Parade and family picnic.   Despite these challenging times, I am happy to report that I have performed many weddings this year.  It was my pleasure to help these couples navigate 2020 and still get married.   I am sure that all of them would have liked to have held a wedding in the traditional fashion, but it wasn't to be.  Wishing all the best to these couples.

I am truly honored and thankful to the residents of our great community for going above and beyond during this pandemic to help one another; our neighbors, seniors and friends. Your compassion and willingness to help others has been outstanding and overwhelming.  How proud you all have made me!

As we begin this New Year we do see a light at the end of the tunnel.  The Covid- 19 Vaccine is making its way to our area and will soon become available to our residents.  Hopefully, things will be better soon!

I would be remiss at this point if I didn't extend my overwhelming thanks to our doctors, health care workers, front line workers, First Aid Squad members, our Police department, Fire Department, grocery store workers who kept us fed by stocking the shelves at the stores, as well as our restaurant workers.  I also want to recognize our citizens who helped and continue to help our elderly residents and other housebound citizens who are not able to get out of their homes to get to the store.   These are our real hero's and these people are Florham Park's backbone.    They often work with little or no recognition.

I also must thank all of our great employees of Florham Park. Or employees have gone above and beyond to deliver the services to our community throughout this pandemic. We have had staff in the building since the pandemic started to keep things flowing smoothly!  We really didn't miss a beat.

I would also like to thank my wife Janet and my children Erin and Christopher for their continued support.   It does take time away from our family but they are very understanding of this commitment.   The Taylor household had some bright spots during 2020, our son Christopher graduated from Montclair State University and our daughter Erin and now fiancé Brandon got engaged.   These are the moments that I will recall as our best highlights of 2020.   Janet and I are very proud of our kids and we wish them all the best.

Please know that I, along with the council members,  continue to work every day to do our absolute best for all the residents of Florham Park as we move forward together during and through this pandemic.   We are a family here in town and we will pull through this together.

As we once again change the calendar to a New Year, I must look back and reflect on Florham Park in 2020.   It has been a year like no other, one that I have never witnessed in my lifetime and frankly, I am glad to be on the other side of 2020.  If it wasn't for my great team of OEM, Boro Staff, DPW, Police council members and many others, I'm am not sure how we would have moved through this year.  As if we didn't have enough on our plates along came August 2nd at about 1:00PM when a storm with high wide's roared its way through Florham Park knocking out power and Cable/ Internet to most of the residents of this great town.   It was the quick work of our Police department, DPW, OEM and yes, JCP&L with Carol Bianchi sending in the teams to re-wire and install many new telephone poles taken out by this storm.  We are blessed to have this team work.  From that point forward, we just referred to any new issues as (2020). The year to not remember!

Despite the issues at hand we continue to see growth as a community and some of the expansion has changed the way I remember Florham Park.  In many ways the Planning Board, chaired by Michael DeAngelis, the Zoning Board Chaired by Michael Cannilla and the Town Center Task Force Chaired by Michael Prokop and all the volunteer members have and will do their very best to read through all applications and come up with the best plan that we can present as a community while still preserving the rights of the land holders.   Progress will continue long after these current council members and I have moved on.

We hope that this New Year will at some point allow us to hold open public meetings for all applications.

At this point in my address, I would like thank the outgoing Council President Charlie Malone for his service as my Council President for all his hard work and input during this very long year.   I would also like to congratulate Charlie Malone and Charlie Germershausen on their re-election to the 2021 Council.

I would like to congratulate Kristen Santoro as our 2021 Council President.

As we look back on 2020 and all that we have accomplished, I must highlight that Florham Park continues to be the best place in New Jersey to live and raise a family….

I cannot convey to you how proud I am to be a part of our continued success.   As we move into 2021 the governing body continues to work very hard to tell the story of our successes to all the residents of our community.  We hope to produce the next addition of the Newsletter shortly.  With the lock downs and continued health issues the newsletter was halted; although, we hope to be able at some point to bring this information back to the residents.  This information will help to aid our residents on issues and increase the awareness of just how fiscally responsible we are as a municipality and how this governing body will address the future as we move forward together.

We continue to work very closely with the Board of Education as partners on issues that will affect the schools and the Borough of Florham Park.  Administrator Huyler, Superintendent Dr. Caponegro, BOE facilities director Phil Infantolino and hopefully we will be able to meet again at some point for our quarterly discussions.  The Board of Education and the Boro of Florham Park are walking in lock step together as we move forward under the guidance of Dr. Caponegro.  I am very happy that the K-8 school children are able to be in school following the holiday break.

In this community of volunteers, the accomplishments continue to be realized due to the efforts of so many people.  One of the most important factors are all of our dedicated Employees of the Boro of Florham Park.  I would like to wish all the best to all of our employees and thank them for a job well done in this dificalt year.   I also would like to wish at this time my heartfelt appreciation to the staff in Borough Hall, Our Administrator Bill Huyler.

I would also like to recognize the efforts of Borough Clerk Sheila Williams and her staff. Sheila puts together all our Zoom meetings and wears many hats from the Election Official, Website Administrator, Secretary to the Mayor and Governing Body and so many other things.  The election process was particularly challenging this year, but the Clerk and her staff did a fantastic job navigating unchartered waters.

Also kudos to the Police department under the direction of Chief Joseph Orlando, Captain Karl Svenningsen, and to all our police officers.

I would also like to recognize Tom Cantisano our Health Officer and Maryann Lang for there hard work during this pandemic.  Thank you.

I would also like to thank all the employees of DPW under the direction of Mike Smith, supervisors Andrew Williams and George Stiner and Joe Bassolino.  This team of DPW workers are very dedicated to keeping our town looking and running the best as it can.  They are the best around.  I thank you for your hard work.

I would like to recognize the Water department and Sewer department directed by Mike Sgaramella, with water superintendent Alex Zipeto, and acting sewer plant manager Joseph DePasquale.

Also, our Recreation department directed by John Timmons and his assistant Tammy Verderber who continue to work to keep our programs running and the Municipal Pool open.

I would like to thank our Construction department, with construction official Kevin Guilfoyle and Zoning Officer Janet Doherty and the great staff in that department that continue to work to finish development projects.   Florham Park has been very busy this past year with new development and these dedicated employees continue to work every day very hard to keep things moving forward.

I would also like to recognize our engineering department directed by Mike Sgaramella and his assistant Kayla Kaplan.  Also, CFO Patrice Visco and her staff.  Her department has continued to bring in a budget that is on time and on budget and I thank her for her hard work.  Also, our dedicated tax Assessors office John Murray, Jim Gibbs and their assistant Lisa Amato.   Thank you for all you do.

I would also like to recognize Board secretary Marlene Rawson.  Both the Zoning Board and the Planning board have been extremely busy this year and the Zoom meetings presented a whole new challenge in the way we hold our meetings.  Thank you Marlene for all you do.

I apologize if I forgot to recognize anyone, but thank you all for a great job well done!

Florham Park had a very busy year as we continue to chip away at lowering our debt and strive to do the best we can with the very smallest increase in Taxes.

Thank you' s go out to my budget team members, Jon Rheinhardt, Ray Sarinelli, Patrice Visco, Bill Huyler, council Liaison Charlie Malone, Councilman Scott Carpenter and all my Council members that worked so hard to achieve this goal.   We have a great financial team in place and we have an aggressive plan in place as we move forward into the next five plus years.

As we begin 2021, I am very hopeful for the future of our Borough.   Myself, the Council and our hardworking Borough employees continue to strive to make Florham Park the greatest place to live and work.    I would like to stress to each Florham Park resident that they can be confident that the Council Members and I will always do our very best to keep Florham Park the greatest town that we have all grown to love and respect.

In closing, I would just like to say I am proud of this Borough and proud to be your Mayor I look forward to better times ahead.  For the time being we ask that you stay safe, healthy and remember to call and touch base with friends, seniors and others that may need some help during this pandemic.

God bless all of our armed forces and retired military or anyone who has lost a family member or friend due to this pandemic.

Florham Park Borough Mayor and Council:

Florham Park was incorporated by the State Assembly on March 20, 1899 and operates under a Borough form of government. The Borough form of government consists of a Mayor and six council members all of whom are elected at-large. The Mayor is elected to a four-year term and Council members to a three-year term. In the spirit of maintaining the tradition of volunteerism in Florham Park, the governing body serves the residents without pay or compensation and is one of the few Governing Bodies in Morris County that is fully comprised of volunteers. All Borough Boards, Commissions and Committees are also comprised of resident volunteers. Each council member is assigned a portfolio of responsibilities by the Mayor.

Borough Council meetings are normally held twice a month. The 1st monthly meeting is a work session which begins at 6:30 p.m. The second monthly meeting is a regular meeting beginning at 6:30 p.m. There is only one council meeting in the summer months and in December.

The Borough Administrator acts as the chief administrative officer of the Borough. The duties of the Administrator include supervision of the operation of Borough personnel, personnel management and general coordination of departments, offices, boards and agencies of the Borough. The Administrator is charged with the oversight of the economic operations of the Borough, including the coordination of the annual budget. The New Jersey Uniform Construction Code and the Borough's planning, zoning, and property maintenance codes and ordinances are administered by full-time and part-time officials who are licensed and/or certified by the State of New Jersey's Department of Community Affairs.

The Borough Engineer's Office Provides the Following Services

  • Provides technical guidance and reviews to the Mayor and Council, Planning Board, Board of Adjustment, and other units of government regarding municipal land use, capital construction projects, civil and site engineering design, local public construction contracts, and engineering permits.
  • Prepares construction plans and specifications for in-house engineering projects involving public roadways and infrastructure; and manages and provides guidance to any design consultants for out-of-house engineering projects.
  • Plans and prepares annual capital improvement and operating budgets for the Engineering Department.
  • Inspects and oversees the Borough's road inventory and traffic control systems for the purpose of planning future Capital Improvement projects.
  • Provides project management services for all Road Maintenance and Infrastructure improvement projects, including preparation of public bid packages, construction inspection and administration services, and final closeout of project.
  • Coordinates with other agencies and utilities, and protects Borough interests in local projects administered by a third party.
  • Maintains and updates the Borough's GIS (Geographical Information System) mapping; and subdivision and site plan record drawings and information.
  • Provides assistance to the public and developers regarding land use issues.
  • Reviews, approves, and administers Road Opening Permits, Tree Removal Permits, and Surface Grading Permits.

It is imperative that the Tax Office have in writing any change of address or change to a post office box to ensure delivery of all future bills.

The Board of Health meets on the first Wednesday every other month, or as otherwise designated, at 7:00 p.m. at the Borough Hall. Please refer to the Borough Calendar.

The Health Department administers public health services designed to protect the health of our residents and promote a safe environment.

ANIMAL CONTROL

To report an animal control issue, please contact the non-emergency number for the Florham Park Police Department at: 973-377-2200.

It is very important that your pet wears his/her current registration tag for easy identification. If a dog is found to be loose, and the owner is not known or cannot be located, the dog will be taken to the designated holding facility. The owner will be responsible for any impoundment fees and/or veterinary services provided.

FOR YOUR INFORMATION…

FERAL CATS

It is against the law in Florham Park to feed feral cats and other wildlife. Violators are subject to prosecution and fines.

To keep feral cats away from your yard:

1. Remove Food: Feral cats will stay in any area where food is plentiful. Avoid feeding your own pets outdoors and cover trash scraps securely to keep from giving unwelcome cats an easy meal.

2. Close Shelter: All wild animals need a place to sleep and to raise their young. Board up holes in sheds and garages, under decks and porches, or in simple shelters such as wood piles or window wells to avoid providing this shelter to feral cats.


DEAD DEER

Contact the Florham Park Police (973-377-2200) to report any dead deer in the roadway. If there is a deer carcass located on your property, it is your responsibility to arrange for its removal. This can be accomplished two ways:

Contact a carcass removal service to have the carcass removed at your expense.
Move the carcass to the roadway and contact the Florham Park Police to arrange for pick-up.


YOUNG WILDLIFE

Unless it is known that the mother has been killed or injured, the public is urged to leave young wildlife alone. Most times, what appears to be an orphaned young animal is not, and the best thing to do is to leave the animal where it is found.


DEAD BIRDS & SMALL ANIMALS

Dead birds are no longer tested for West Nile Virus. If you have a dead bird or any small animal on your property, wear rubber gloves and place the bird or animal in a garbage bag with the trash


NOCTURNAL ANIMALS OUT DURING THE DAY

If a usually nocturnal animal is out during the day, it does not necessarily mean that the animal is rabid. In the spring and summer it is not uncommon to see an adult raccoon out during daylight hours. In addition, while foxes are most active at night, they, like the raccoons, can be active anytime that food is available.

PET LICENSING

All dogs and cats that are at least 7 months old must be licensed each year by the Borough of Florham Park as per Chapter 96 and Chapter 108 of the Code of Florham Park. Dog and cat licenses must be renewed by January 1st of each year. N.J. state law requires that all animals must show proof of a current rabies vaccination that is valid through November 1st of the licensing year in order to renew. There are no exceptions. Per Florham Park Borough Code, 108-15, residents may only license three dogs.

GUIDELINES FOR PROPER DISPOSAL OF HOUSEHOLD MEDICATION

Over the counter and prescription medications should not be disposed down the drain because wastewater treatment facilities are not designed to remove pharmaceutical compounds. These medications may end up in local waterways, and may eventually be found in drinking water. Properly disposing of unwanted and expired prescriptions and over-the-counter medications in the trash promotes a healthy aquatic environment and prevents accidental poisoning as well as intentional abuse.

The Florham Park Police Department can now accept unwanted, unused and expired prescription medications 24 hours, 7 days a week. The unit is located in the main lobby of Florham Park Borough Hall.

SAFE SYRINGE DISPOSAL GUIDE

Several options are available to safely dispose of used syringes:

Safe Syringe Disposal Program – Contact Morristown Medical Center for information: 973-971-5000.

Physicians – Ask your physician if he/she will take your used syringes once they are properly placed in a container.

Household Waste – Follow these steps to safely dispose of your syringes in your municipal trash:

Your syringes must be place in rigid containers that will protect people from needle sticks. Use containers that are unlikely to break open on the way to the landfill.

  1. You can use empty laundry detergent bottles or 2-liter soda bottles or other rigid containers with screw-on caps to dispose of needles and syringes. Also, check with a pharmacy to see if they sell commercial containers specially designed to hold sharps for disposal in your household trash.
  2. Place a large label with a warning on the empty container. For example: Syringes – Do Not Recycle
  3. Buy an inexpensive hand-held needle clipper from the pharmacy. Using anything other than a clipper to break a needle is not safe. After clipping the needle, carefully place each of the used needles and syringes into a plastic bottle with a screw-on lid. If possible, the user should clip the needle and syringe and place them in the container. If the user is unable, it is recommended that the caregiver consult with the individual's physician for further instructions.
  4. Seal the bottle tightly with the original lid and wrap duct tape over the lid after you fill the bottle with syringes.
  5. You may now dispose of the tightly sealed full container of syringes in your household trash – NOT in your recycling bin.

The Morris County Nutrition Project operates fifteen nutrition sites throughout Morris County. The centers are open from 9:00 a.m. to 2:00 p.m. and offer noon time meals in addition to social activities. Please call the nutrition number 24 hours in advance to make a reservation. Public Works personnel will be collecting leaves at the curb throughout the Borough using the vacuum method from October 4th through the week of November 29th.

PLEASE DO NOT MIX BRANCHES IN WITH YOUR LEAVES.  IF THERE ARE BRANCHES IN YOUR LEAF PILES, WE WILL PASS THEM BY.  BRANCHES CAUSE MECHANICAL PROBLEMS AND ARE DANGEROUS TO DPW PERSONNEL.

Please have your leaves out on the Monday of the scheduled week for your zone.  Once the vacuum crews have passed your house they will not return until the next scheduled week.

A final collection will take place, weather permitting, after the scheduled collection has ended.  We will also do an unscheduled brush collection once leaf season has concluded, weather permitting.

THE DPW HANDLES THE FOLLOWING :

GRASS & GARDEN DEBRIS PICK UP

2021 Grass & Garden Debris by Route Schedule

Grass and Garden Debris is collected bi-weekly by route, from the last Monday in March thru mid-October. Accepted items include grass clippings, potted plants (no pots), pulled weeds, leaves, and brush and branches smaller than 4 feet in length and less than one inch in diameter.  Items should be put in garbage cans or biodegradable bags.

  • Place grass and garden debris curbside by 7:00 a.m. on Monday of your scheduled week.
  • Please do not place animal waste in the containers.
  • Plastic bags will not be picked up.
  • We will accept items in biodegradable bags or metal or plastic barrels with proper handles. Please keep biodegradable bags dry.
  • Miscellaneous vegetation such as weeds, potted plants (please, no pots), twigs or small sticks can be mixed with grass for pick up.

For the safety of Borough personnel,

  • Containers with rope handles or cut out handles will not be picked up.
  • Containers that have branches or brush sticking out more than one foot will not be picked up.
  • Cans larger than 35 gallons and weighing more than 60 pounds will not be picked up.

Grass and garden debris may also be dropped off by residents at the Environmental Center (see below). NO contractors or commercial vehicles. You may be asked to show proof of residency.

BRANCH AND LIMB PICK UP

Collection begins the week of March 22, 2021, weather permitting, and will be conducted during the last full workweek of each month through the week of September 20, 2021.

  • Place branches curbside by 7:00 a.m. on Monday of the scheduled week.
  • DO NOT place branches in the roadway.
  • Branches between 1" and 6" in diameter with a length greater than 4' will be chipped.
  • Branches and cuttings less than 1" in diameter may be tied in bundles no longer than 4' or placed in a rigid barrel. These will be picked up with the Grass and Garden Debris collection (see above).
  • We will not return to a street once it is completed.

Branches and limbs can also be brought to the Environmental Center (see below).  NO contractors or commercial vehicles. You may be asked to show proof of residency.

LEAF COLLECTION

DO NOT UNDER ANY CIRCUMSTANCES MIX ANY WOOD, BRANCHES, ROCKS, DIRTS OR ANY OTHER DEBRIS WITH LEAVES!  IF THERE IS ANYTHING MIXED IN WITH THE LEAVES, YOUR PILE WILL NOT BE COLLECTED BECAUSE IT IS HAZARDOUS TO THE COLLECTION CREW AND COULD CAUSE EQUIPMENT FAILURE. IT IS THE RESIDENT'S RESPONSIBILITY TO MAKE SURE THEIR CONTRACTOR IS AWARE OF THIS. IN ADDITION, LEAVES SHOULD NEVER BE BURNED.

Leaf Collection will begin the first full workweek in October, weather permitting.  The leaf collection schedule will be posted on our website prior to the start of collection, or it can be obtained by calling the Department of Public Works at 973-410-5330.

The DPW will make two scheduled collections, followed by a final mop up through all four zones (time and weather permitting). Please place leaves on the curb (not in the street!) either loose or in biodegradable bags by 7:00 a.m. on Monday of your scheduled week. Once a street is completed, it will not be picked up again until the next scheduled collection.

Residents are encouraged to bring their leaves to the Environmental Center (see below). Leaves must transported in cans, barrels or biodegradable bags. Loose or leaves on tarps will not be accepted at the Center. NO contractors or commercial vehicles allowed. You may be asked to show proof of residency.

HEAVY ITEM PICK-UP

The two collections scheduled for 2021 are the weeks of May 10th and September 13th. All residents are required to register the items to be picked up by calling the Department of Public Works at 973-410-5330 no later than noon on the Thursday before the scheduled collection.  Failure to call on time may result in your items not being picked up.  All items must be curbside by 7:00 a.m. Monday of the scheduled collection week. We request, if possible, that you place metal items into a separate pile.

Items that will NOT be picked up include hazardous materials such as oil tanks, gas cans, propane tanks, fertilizer, any type of aerosol cans, paint (latex paint that is open and dried out in its container will be accepted), contractor construction or demolition debris, quantities of fencing, railroad ties, tires,  firewood, logs, stumps, or any items in plastic garbage bags. No glass will be accepted, including windows, sliding glass doors, and mirrors.

Computers, monitors and televisions are no longer accepted for Heavy Item Pick Up. These items are now accepted at the Environmental Center for recycling (see below).

Appliances such as refrigerators, freezers, air conditioners, dehumidifiers, water coolers, or any other item containing refrigerants (CFC's/Freon) will not be picked up unless the DPW office has been provided with written documentation indicating that the refrigerant has been legally removed from the item by a certified professional. Please check http://www.njcleanenergy.com/recycling  to see if a refrigerator/freezer recycling program is in effect.

FLORHAM PARK ENVIRONMENTAL CENTER

295 Columbia Turnpike   •   Open Saturdays, 8am – 12 noon

For the convenience of Florham Park residents, the municipal Environmental Center provides recycling, composting and solid waste disposal solutions.  There is no fee to use the facility; however, proof of residency must be provided in the form of a current utility bill or driver's license. The Center is closed on holidays and during inclement weather, and may close periodically for site maintenance.

RECYCLING AND COMPOSTING AREA: The following items are accepted:

  • Single-Stream Recycling – Place in designated bins.
  • Vegetative Waste – Place in designated areas (no logs, stumps, roots, or firewood).
  • Clothing – Place in designated bins.
  • E-Waste – Place neatly inside or next to the E-Waste walk-in container. The following E-waste items are permitted: Televisions (all types), computers, laptops, tablets, computer monitors (all types), desktop printers & multi-function devices, and facsimile machines. By NJ law, no other items can be accepted.

COMPACTOR AREA: The Compactor is available for residents to dispose of bulky waste. Metal should be separated out and set across the driveway from the compactor. All other items may be placed directly into the compactor, or into one of the large receptacles if available.

*** IMPORTANT NOTICE***

Starting January 1, 2022, you will need a compactor card to use the bulky waste compactor. You can obtain a card at the Community Center Monday thru Friday, 9am until 4:30pm. Cards are issued one per household. Anyone in the household can use the card with proof of residency. Each residence will have six visits per calendar year for use of the compactor.

PROHIBITED ITEMS: The following items are not accepted at the Environmental Center:

  • Hazardous waste
  • Oil tanks or gas cans
  • Propane or helium tanks
  • Aerosol cans
  • Fertilizers and pesticides
  • Stumps, logs, or firewood
  • Household garbage
  • Tires
  • Any item containing Freon (see below)
  • Contractor construction or demolition debris
  • Large quantities of fencing
  • Wooden pallets
  • Railroad ties
  • Treated wood or bamboo
  • Hardscaping materials
  • Plastic bags with unknown contents
  • Paint (latex paint that is uncapped and dried out will be accepted)
  • Items such refrigerators, freezers, air conditioners, dehumidifiers, water coolers or any other item containing refrigerants (CFC's/Freon) will not be accepted unless the DPW office has been provided with written documentation indicating that the Freon has been legally removed from the item. Check with www.njcleanenergy.com to see if a refrigerator/freezer recycling program is in effect.

PROHIBITED VEHICLES: The following vehicles are not permitted at the Environmental Center:

  • Trailers
  • Dump trucks
  • Commercial vehicles
  • Out-of-state vehicles
  • Rented vehicles of any kind (U Haul, Home Depot, etc.)

Request for Access:

Single day access for commercial vehicles, rental trucks or trailers will be considered by applying for a Request for Access from the DPW Director. To apply for a Request for Access, please call 973-410-5330 at least 24 hours in advance of your Environmental Center visit. You must provide the vehicle type and plate number, as well as a list of items to be transported. You must present proof of Florham Park residency and the Request for Access form, signed by the DPW Director, to the attendant at the Environmental Center on the day of your visit. The address on proof of Florham Park residency must match the Request for Access and will be checked on site. Each permit is for one Saturday only. Permission for future access must be requested again.

VITAL STATISTICS

Obtaining a Certified Copy of a Vital Record:
The Borough of Florham Park issues certified copies of birth, death, and marriage records for events that occurred within the Borough of Florham Park.  A certified copy can be used for legal or identification purposes.  A certified copy of a vital record can only be issued to those individuals who have direct link to the individual(s) named on the vital record.  The requestor must be able to fully identify the vital record and provide proof of his/her identity and relationship.

Office Hours:

The Registrar's Office is located at 111 Ridgedale Avenue, Florham Park, NJ  07932.  It is open Monday through Friday from 9:00 a.m. to 4:30 p.m. (excluding holidays). It is advisable to call before coming to the office to ensure the Registrar/Deputy Registrar will be available to assist you. You must arrive by 4:00 pm to receive your certified copy on the same day. (973-410-5319).Mail in requests  are also accepted with the appropriate documentation and a completed form.

  • Self -Identification
    • All requests must include your Driver's license or two alternate forms of ID with your address. Acceptable types of alternate identification are: driver's license without photo, vehicle registration, insurance card, passport, county ID, school ID, utility bill, bank statement, W-2 form.
  • Proof of Relationship
    • You must also include proof of your relationship to the individual(s) listed on the record your are requesting, unless it's your own record.

Requests by Mail:

Mail all requests to 111 Ridgedale Avenue, Florham Park, NJ 07932. You must include a photocopy of your identification and a self-addressed, stamped envelope if you want the record to be mailed back to you. All mail-in requests will only be mailed to the address shown on your proof of identification.

MARRIAGE/CIVIL UNION LICENSES

If you are getting married or entering into a civil union in New Jersey, you may apply for a license in the town where either applicant resides up to 6 months before your wedding ceremony. Please contact the local Registrar where you will apply for detailed instructions. If both applicants live out of state, you must apply in the town where the ceremony is to be held in New Jersey. Both applicants must be at least 18 years of age to apply for a marriage license in New Jersey.

To apply for a marriage license or civil union license in Florham Park:

Appointment is required.

Please call the Registrar's office at 973-410-5319 to schedule and appointment. There is a mandatory 72 hour waiting period, after applying for a license, before you may get married. Once the marriage license is issued to the couple, it is valid for 30 days.

Requirements when applying for a marriage license:

  • Proof of identity by presenting your up-to-date driver's license, passport or state/federal ID.
  • Proof of residency – only if a NJ resident. (Must match your Florham Park address)
  • Social security number – you card does not need to be presented.
  • A witness, 18 years of age or older. Please be advised your witness cannot be your officiant.
  • The $28 application fee payable in cash or check to the Borough of Florham Park.

Any documents in foreign language must be accompanied by a certified English translation. If anyone in your party does not speak English, you must bring an official interpreter to your appointment.

After your marriage ceremony, your marriage license will be permanently filed with the Registrar in the municipality where the ceremony was performed. A copy will also be filed with the State of New Jersey.

WATER UTILITY DIVISION

The Borough owns, operates, maintains and repairs a potable water supply, storage and distribution system providing water to approximately 12,605 residents, business and large commercial facilities within the Borough's 7.6 square mile borders. The Borough's water supply system consists of three production wells that can draw up to 54,000,000 gallons of water from the Buried Valley Aquifer per month. The Borough has two water storage tanks that have a combined total storage of 1,250,000 gallons of water. Along with this, there is approximately 48 miles of water distribution piping, 485 Fire hydrants, 1250 water valves and 7 interconnections with other water purveyors. The Borough is also responsible for the installation, maintenance, and reading of 3,470 meter accounts.

SEWER UTILITY DIVISION

Cheerleading Fall 2021

Parents,

We will be opening Cheer registration one last time.  Late Registration will open back up on Monday, August 23rd at 9 AM and will remain open until Wednesday, August 25th at noon.  After that, registrations will no longer be accepted, no exceptions.

Please understand that when we order in bulk, we get a discounted price.  Because we will be ordering only a handful of uniforms, the cost will be higher which is reflected in the higher registration fee.  We are being told that the uniform order will not be delivered in time for the beginning of the season, therefore they may wear their practice apparel for those games.  In an effort to get additional uniforms as quickly as possible, the uniforms will not be exactly the same as the original order however they will be close.  Please ensure your child understands that while the rest of the team will be in uniform, your daughter will be in practice shirt and shorts for the Pep Rally and at least the first part of September.  We cannot guarantee when the uniforms will be ready.

Please make sure to measure your child and select the appropriate size in registrations.  However, due to the lateness in the ordering season, stock is limited.  We will do our best to order the size that you choose, however if that size is sold out, we will move up the size to the next available in stock.  Any sizing discrepancies and alterations are your responsibility.

The fee for Late Registration will be $299 and payment must be made during registration on Community Pass.  If you do not submit payment, your registration will be forfeited.  After Wednesday at noon, no more registrations will be accepted, no exceptions.

While we understand the above conditions are not ideal, this is the best we can do with limited time, stock, and availability.  The effort to include the late registrants has been tremendous, we appreciate your patience and understanding.

The Recreation Department is offering Yoga at the Community Center on Mondays and Wednesdays beginning Jan. 2nd, 2019.  The cost of the program (20 sessions) is $80.  You can register online through your Community Pass account.

Day Camp

Registration is now open for the 2021 Florham Park Day Camp on Community Pass!  Day Camp runs for seven weeks over the summer beginning June 28th and runs through Aug. 13th.  We are in the process of planning a 2-week "Extended Camp" from Aug. 30th-September 10th.

The cost for all 7 weeks of Day Camp for residents is $795; for each additional child the cost is $735 per child.  We are awaiting guidance from the CDC as well as our local Health Dept. as to what restrictions/guidelines we must follow to safely operate.  If you would like more information, please call Tammy at the Rec. Recreation Activities for Disabled Residents

The Florham Park Recreation Department is a member of the Morris County Adaptive Recreation Program (McARP), sponsored by the ARC of Morris County. It provides recreational services for persons of all ages with disabilities. McARP gives Florham Park residents opportunities to explore new leisure time skills in conjunction with their age and ability. To learn about available services, call McARP at (973) 455-1288.

Florham Park Athletic Foundation

The Florham Park Athletic Foundation is a 501(c)(3) charitable organization that is dedicated to improving and adding recreational locations and activities in the borough. Volunteers Park

On 19 acres of uplands, Florham Park Borough has created the new Volunteers Park with surfaces and amenities for baseball, softball, soccer, lacrosse, football, cheerleading, basketball, passive recreation, dog-walking, and playground equipment.  A Concession building has been completed as well.  The first-ever artificial turf field in the Borough enthusiastically opened for organized, permitted use by F.P. Soccer Association, FP/EH Football Club, and FP Cheerleaders in a ceremony attended by 750+ people on September 5, 2014 for the Fall 2014 season.  The new Volunteer Park is designed to supplement, not replace, the existing fields throughout the Borough.

Fred Stobaeus & Lou Boyd Awards

Administered by the Recreation Committee, these two annual awards are named for Fred Stobaeus and Lou Boyd, whose volunteer efforts were instrumental in building the borough's recreation programs. Each spring, the awards are given to Florham Park students who are outstanding in sportsmanship, leadership, athletic ability, and academic achievement, and who are positive role models in the community. Fred Stobaeus was known as "Mr. Recreation" and was chairman of the first Recreation Committee. In 1955, he founded the Little League baseball program in Florham Park. Lou Boyd was also an active promoter of recreation opportunities and was a long-time secretary of the Recreation Committee. In 1966, the Fred Stobaeus Award was established. The Lou Boyd Award followed in 1976. Click List-of-award-winners (1) for the list of previous winners.

Dog & Alcohol Ordinances

According to Ordinance #12-1, leashed dogs may be brought onto Florham Park playing fields and open recreational areas. Owners must curb, control, and clean-up after their dogs. Dogs may not run at large. According to Ordinance #11-74, alcohol may not be consumed or distributed on Florham Park playing fields or open recreational areas. Locations include – but are not limited to – the Municipal Complex, Emmett Park, Dale Anderson Jaycees Tot Lot, Stobaeus Park, and Beechcrest Park. Senior Citizen's Corner

Welcome to the Senior Citizen's Corner

Senior Citizens Club Holiday Luncheon

Come visit the Florham Park Senior Center

(Currently, masks must be worn in all Borough buildings)

The Senior Center was built to enrich the lives of all our Seniors, and those who can't get out will especially benefit from this opportunity for a change of scenery. In addition you can meet with many other Seniors and get to know them. The Center is a warm, homey building which is open Monday through Friday between the hours of 9:00 a.m. & 4:30 p.m.

If you would like to visit the Center and do not have transportation, please call the Center at 973-520-8984, and we will try to arrange transportation for you. Please remember, you do not have to be a member of any organization or club to use the Center as long as you are a Florham Park resident over the age of 62. All are welcome.

The Center has a comfortable living room where you can watch TV, curl up with a good book, play a game, work a jigsaw puzzle, simply chat or enjoy a cat nap on the comfortable furniture.  There is also a game room where most afternoons Rummikub and various card games are being played. A flat panel TV, which can be used to play arcade games with the donated Nintendo Wii, is also available. The Center also has a Craft Room where visitors can knit, crochet, sew or do a craft of their choice. The center even has a WiFi Network so you can access the internet on your laptop, smart phone or iPad if you wish to. There is also a nice large kitchen with a refrigerator, stove and microwave. Seniors usually bring their own lunch, snacks and beverages, although the Center has coffee, tea and related supplies which are donated. We also have a nice large room, that can be divided in 2, for exercise classes, seminars, large meetings and movies. This room has easy access to the kitchen for serving its users, and a second flat panel TV for use in exercise classes, Wii bowling tournaments, etc. It also has a large pull down screen, sophisticated sound system, and a projector for movies and presentations. Outside trees have been planted and limited outdoor seating is available. So come down and check it out. You will not be disappointed!

The Senior Citizens Club of Florham Park is a social club whose primary purpose is to bring seniors together to have a good time. Both new and long-standing friends enjoy one another's company at the newly constructed Senior Center and on reasonably priced day trips and multi-day vacations. Membership is open to any Florham Park resident age 62 or over, and to a younger spouse of a member. If you do not have transportation, the members will try and arrange it for you. The Club meets at 11 am on the 2nd & 4th Wednesdays of each month from September through May at the Florham Park Community Center located at Emmett Field.

Florham Park residents age 62 or over are cordially invited to attend the Club's meetings, or may call Membership Chairperson Pat Chase at  973-822-0031 for further information or to obtain a membership application.  Membership applications are also available at the Senior Center.

To get to the Center turn in by the Gazebo; turn right before the library; then turn left in the Center of the parking lot behind the Municipal Building. The Senior Center is the yellow building on the right. There is ample parking at the Center.

The Florham Park Seniors Center started a new Friday Lunchtime Matinee! A movie will be shown weekly (with the exception of holidays, i.e. the day after Thanksgiving) on Friday at 12:30 p.m. (Longer movies will begin at 11 a.m.) Seniors are encouraged to come early, bring lunch, and socialize.

Our local AARP Chapter 5109 presents, in a cheerful manner, activities and programs resulting in a better quality of life for all.
Meetings are the 3rd Tuesday of each month at 10:00 am and usually run until 11:30 – 12:00.

During the COVID-19 pandemic of 2020 we continued to meet, only via  the Zoom platform.  We will continue via Zoom at the start of 2021 with hopes that in-person meetings will resume at the Florham Park Community Center by late Spring or early Fall 2021.  At that time we'll combine meetings at the Recreation Center along with Zoom, due to it's convenience during the inclement weather and/or for members who may be traveling, etc.

Our motto is:"To Serve-Not To Be Served".

Adults ages 50 and above (both residents and non residents) are invited to attend these meetings as our guests and to join our Chapter. Refreshments are served between the meeting and the program once we're back at the Center.

Animal Licensing

All dogs and cats that are at least 7 months old must be counted and licensed each year by the Borough of Florham Park as per Chapter 96 and Chapter 108 of the Code of Florham Park. Dog and cat licenses must be renewed by January 1st of each year. N.J. state law requires that all animals must show proof of a current rabies vaccination that is valid through November 1st of the licensing year in order to renew. There are no exceptions. THE LAW AND YOUR DOG

  • All dog owners should familiarize themselves with State and local regulations regarding responsible dog ownership. Please refer to Chapter 108 of the Borough Code
  • Alll dogs and cats at least 7 months of age are required to be licensed.  They are also required to have a rabies vaccination that is valid through Nov. 1st of the current year.
  • Local ordinance prohibits anyone from feeding stray dogs and cats.

Violations of the above are subject to enforcement actions and fines.

Environmental Center

FLORHAM PARK ENVIRONMENTAL CENTER

295 Columbia Turnpike   •   Open Saturdays, 8am – 12 noon

For the convenience of Florham Park residents, the municipal Environmental Center provides recycling, including e-waste, vegetative waste, and solid waste disposal solutions.  There is no fee to use the facility; however, proof of residency must be provided in the form of a current utility bill or driver's license. The Center is closed on holidays and during inclement weather, and may close periodically for site maintenance.

RECYCLING AND COMPOSTING AREA :

The following items are accepted:

  • Single-Stream Recycling

To complement the curbside recycling program, residents may drop off cans, bottles, newspapers, cardboard, etc. to be recycled at the Environmental Center. Items must be clean and dry. Place in designated bins.

  • Vegetative Waste

Residents are encouraged to bring grass, garden clippings, brush, branches, and leaves in barrels or biodegradable bags (no loose leaves or tarps), etc. to the Environmental Center.  Place in the designated area. Logs, stumps, roots, etc. are not accepted.

  • Clothing

Clothing is accepted at the Environmental Center and may be deposited in the marked bins.

  • E-Waste

Florham Park is now accepting e-waste at the Environmental Center. E-waste is limited to:

  • Televisions (all types)
  • Computers, laptops, tablets
  • Computer monitors (all types)
  • Desktop printers & multi-function devices
  • Facsimile machines

By NJ law, no other items can be accepted. All items are to be placed neatly inside or next to the e-waste walk-in container.

COMPACTOR AREA :

The Compactor is available for residents to dispose of bulky waste. Metal should be separated out and set across the driveway from the compactor. All other items may be placed directly into the compactor, or into one of the large receptacles if available.

*** IMPORTANT NOTICE***

Starting January 1, 2022, you will need a compactor card to use the bulky waste compactor. You can obtain a card at the Community Center Monday thru Friday, 9am until 4:30pm. Cards are issued one per household. Anyone in the household can use the card with proof of residency. Each residence will have six visits per calendar year for use of the compactor.

PROHIBITED ITEMS :The following items are not accepted at the Environmental Center:

  • Hazardous waste
  • Oil tanks or gas cans
  • Propane or helium tanks
  • Aerosol cans
  • Fertilizers and pesticides
  • Stumps, logs, or firewood
  • Household garbage
  • Tires
  • Any item containing Freon (see below)
  • Contractor construction or demolition debris
  • Large quantities of fencing
  • Wooden pallets
  • Railroad ties
  • Treated wood or bamboo
  • Hardscaping materials
  • Plastic bags with unknown contents
  • Paint (latex paint that is uncapped and dried out will be accepted)
  • Items such refrigerators, freezers, air conditioners, dehumidifiers, water coolers or any other item containing refrigerants (CFC's/Freon) will not be accepted unless the DPW office has been provided with written documentation indicating that the Freon has been legally removed from the item. Check with www.njcleanenergy.com to see if a refrigerator/freezer recycling program is in effect.

PROHIBITED VEHICLES :The following vehicles are not permitted at the Environmental Center:

  • Trailers
  • Dump trucks
  • Commercial vehicles
  • Out-of-state vehicles
  • Rented vehicles of any kind (U Haul, Home Depot, etc.)

Request for Access:

Single day access for commercial vehicles, rental trucks or trailers will be considered by applying for a Request for Access from the DPW Director. To apply for a Request for Access, please call 973-410-5330 at least24 hours in advance of your Environmental Center visit. You must provide the vehicle type and plate number, as well as a list of items to be transported. You must present proof of Florham Park residency and the Request for Access form, signed by the DPW Director, to the attendant at the Environmental Center on the day of your visit. The address on proof of Florham Park residency must match the Request for Access and will be checked on site. Each permit is for one Saturday only. Permission for future access must be requested again.

The Florham Park Recreation Department offers the following winter basketball programs for children in Kdg-8th grades:

Kdg,1st-2nd grades – Saturday morning instructional clinics in Florham Park (January-March).

3rd-4th grades – In-town league with weeknight practices and games in Florham Park (December-March). May play other towns.

5th-6th grades – League with Hanover Township. Weeknight practices in Florham Park, and Saturday games home and away (December-March).

7th-8th grades – Weeknight practices in Florham Park, and weeknight/Saturday games home and away (December-March).

Men's Softball League

Congratulations to Professional Physical Therapy (PPT) for winning the 2019 Men's Softball Championship.  Congratulations also to the runner-up, Zio Gino's for a well played, hard fought 3-game series.  Thank you to all of the 2019 Men's Softball teams for another terrific year (despite the wet Spring!).

The Florham Park Recreation Department's Men's Softball League will be in its 8th year of operation. It is open to Florham Park residents over the age of 30.   It is affiliated with the New Jersey and Morris County chapters of the Amateur Softball Association. The Free Public Library of the Borough of Florham Park is located on the grounds of the Borough complex. Expanded and renovated in 2005, this beautiful 16,000 square foot facility offers wireless internet access, two meeting rooms, and a collection of more than 46,000 books, periodicals and audio-visual materials. Membership in the Library provides online access to the catalogs of all the public libraries in Morris County through M.A.I.N (Morris Automated Information Network). People can request and renew online. Delivery to Florham Park of requested items from M.A.I.N. libraries and from libraries throughout New Jersey is provided. Library Board of Trustees
The Library Board of Trustees is the governing and policy making body of the Florham Park Library. The Board is responsible for the use of the building and property, for personnel policies and hiring of staff, and for preparation and control of the budget. Things You Should Know

Alcohol

The legal drinking age in New Jersey is 21. It is unlawful to possess unsealed alcoholic beverage containers in any public place unless official permission has been granted. Retail consumption is restricted to the following hours: 7:00 a.m. to 2:00 a.m. Monday – Saturday; 12:00 noon to 2:00 a.m. Sundays. State law prohibits the consumption of an alcoholic beverage by either the driver or a passenger while in a motor vehicle. The possession of an unsealed alcoholic beverage in a motor vehicle is also prohibited.

Branch & Limb Collection

Branches and limbs between one and six inches in diameter and more than four feet long will be collected by the chipper during the last full workweek of each month from March through September.  Branches and limbs should be placed loose on the curb (never in the street!) by 7am Monday morning of the scheduled week.  Once the chipper has finished a road, it will NOT return until the end of the next scheduled month. Branches greater than six inches in diameter or less than four feet long cannot be chipped.  Firewood, logs, stumps and roots will not be collected. For branches smaller than one inch in diameter or less than four feet in length, please see GRASS AND GARDEN REFUSE.  Branches and limbs can also be brought to the Environmental Center on Saturdays between 8:00 am and 12 noon (see ENVIRONMENTAL CENTER).

Building, Repairing, Renovating

Check with the Construction Department before undertaking any project to obtain the proper building, plumbing or electrical permits. Call 973-410-5346. Plan ahead. Make sure all final inspections have been completed before you make final payment to the contractor. As the property owner, you are responsible for all inspections which include permits for roofing, re-roofing, siding, fencing, repairs and renovations.

Certificate of Occupancy

A certificate of occupancy ("CO") or continued occupancy certificate is required every time a property changes ownership, occupancy, or use of all commercial establishments and businesses. COs are available from the Construction Department. A fee is charged. Residential dwellings do not require a certificate of occupancy on a resale, however, a certificate of inspection from the Fire Official or designee for smoke alarms is required. A fee is charged.

Community TV & Electronic Bulletin Board

Florham Park's Community Bulletin Board is provided twenty-four hours a day free of charge on Cablevision Channel #21 and Verizon Channel #35.   Florham Park non-profit, community service organizations may post announcements by submitting them two weeks prior to the date they would like them to appear. A contact name and telephone number must be included. Announcements may be faxed directly to FPTV at 973-765-9895, or they may be mailed to Florham Park Community Television, 111 Ridgedale Ave., Florham Park, NJ 07932.

Compactor

Feral Cats

Do not feed feral cats because they are NOT domesticated. They have been born in the wild and may carry diseases and in some cases, rabies. The feeding of feral cats and other types of wildlife also disrupts their natural feeding habits and can result in wildlife being concentrated at artificial feeding areas like your yard. It is against the law in Florham Park to feed feral cats and other wildlife. Violators are subject to prosecution and fines. Report feral cats to the Health Department at 973-410-5319.

The hunting of game and the discharging of firearms within the Borough limits are prohibited. State Law requires the registration of firearms of any type. Applications are handled by the Police Department.

The manufacture, sale and use of fireworks are prohibited by State law. Fireworks laws are enforced by the municipal police and local fire officials.

Garage Sales

Grass & Garden Debris

Lawn and garden debris is to be placed in garbage cans or biodegradable bags for bi-weekly pick up from the last Monday in March thru mid-October. Items should be put in garbage cans or biodegradable bags and placed at the curb by 7am on the Monday morning of your scheduled pick up week. Accepted items include grass, clippings, potted plants (no pots), pulled weeds, leaves, and brush and branches smaller than 4 feet in length or less than 1 inch in diameter.  Cans that do not have proper and secure handles will not be picked up.  Containers that have branches or brush sticking out more than one foot will not be picked up.  Cans larger than 35 gallons or weighing more than 60 pounds will not be picked up.  Please visit the Public Works page for more information. HOUSEHOLD HAZARDOUS WASTE

Florham Park is now accepting E-Waste at the Environmental Center on Saturdays between 8:00 am and 12 noon (see ENVIRONMENTAL CENTER). Acceptable items are limited to televisions, computers, laptops, tablets, computer monitors, desktop printers and multifunctional devices, and fax machines. By NJ law, no other items can be accepted. HEAVY ITEM PICK UP

Curbside collection is scheduled twice per year in early May and September. All residents are required to register the items to be picked up by calling the Department of Public Works at 973-410-5330 no later than noon on the Thursday before the scheduled collection.  No glass will be picked up. All items must be curbside by 7am Monday of the scheduled collection week. We request, if possible, that you place metal items into a separate pile. Landlord Tenant Law

Any person "landlord" who owns property which is offered for rented housing space is required by law to file a statement with the Municipal Clerk which contains the name and address of the property owner, the name of the tenant, the name and address of the managing agent of the premise, if any, and the name and address of an individual representative to contact in the event of an emergency affecting the premise. Amended statements of registration are required to be filed within seven days of any change in the foregoing information. Please contact the Borough Clerk's office for the landlord/tenant form.

Leaf Collection

Beginning in early October, the DPW will make two scheduled trips throughout the Borough to collect leaves at the curb, one zone each week, followed by a final mop up through all four zones (time and weather permitting).  Please have your leaves at the curb (not in the street!) by the Monday morning of your zone's scheduled week. Leaves will be accepted loose, in garbage cans, or in biodegradable bags.  DO NOT mix rocks, wood, branches, dirt, etc. in with the leaves.  For the Leaf Collection Schedule and more information, please visit the Public Works page or call the DPW office at 973-410-5330. Maps

The Morris Area Paratransit System (MAPS) is Morris County's transportation service for senior citizens and people with disabilities, operated by the Morris County Department on Senior, Disability and Veteran Services. Using small buses, cars and station wagons, MAPS provides weekday transportation to various destinations in the county, including medical facilities, education and employment sites. Many MAPS vehicles are equipped for people using wheelchairs. You can use MAPS if you are a Morris County resident AND: you are age 60 years of age or older or you have a physical or mental disability. Marriage Licenses/Civil Unions

An appointment is needed to apply for a marriage license or civil union license in Florham Park. Residents can apply 6 months in advance, however, it is recommended you apply at least two weeks before the ceremony, as there is a 72 hour waiting period from the time the application is filed to the date the license is issued. Residents receive registration dates and fee schedules by mail each spring. Registrations may be made at the Borough Hall before the pool opening; thereafter register directly at the pool. Rabies Clinic

Recycling is required by law. Curbside pickup of cans, bottles, mixed paper and cardboard, and plastic types 1, 2 & 5 for recycling is provided every other Thursday by the MCMUA. Sidewalks

It is the responsibility of the property owner to keep sidewalks safe and in good repair.  Borough standards and construction permits are available in the Engineering Department.

Signs

It is unlawful for any person to erect, alter, or relocate any sign as defined by Ordinance without first obtaining a permit from the Construction Code Official and making payment of the fee required by Ordinance, except as exempt under provisions of Section 28-7 (Residential; and Non Residential Zones) defined in the Borough Code. Smoke Detectors

Smoke detectors, or smoke alarms, are required by law to be installed in each dwelling unit or sleeping area in any structure in the Borough of Florham Park. The installation of smoke detectors shall be made in accordance with the regulations of the Fire Official, both as to the number of detectors needed for the area to be protected and as to the method employed. The inspection of each installation shall be by the Fire Official.

It shall be unlawful for any person to convey title to any building in the Borough without having first procured a Certificate from the Fire Official indicating the premises to be sold or conveyed comply with the provisions of Ordinance 8-88.

It shall be the sole responsibility of the owner to maintain every smoke detector in working order after it has been inspected and approved by the Fire Official.

Snow Removal

Snow and ice must be removed within 48 hours of daylight from the time the storm ends. If freezing conditions make removal impractical, the snow or ice must be covered by cinders, sand or salt.

Swimming Pools

An application for a construction permit must be made, and approval of the plans must be obtained before starting work on the construction, alteration, or repair of a family swimming pool. Approvals are needed from both the Construction Official and the Health Department.

Tax Collection

Tax Office hours are 9:00 a.m. top 4:30 p.m. – Monday through Friday. It is imperative that the Tax Office receives in writing any change of address or change to a post office box to insure deliver of all future bills. When paying your tax bill please send the stub only with your check. Your cancelled check is your receipt. For your convenience, there is a Lock Box located at the Police Entrance to Borough Hall to use as a drop-off for Tax and Water payments. No cash should be put in the box -only checks with the proper payment stub. PLEASE NOTE THAT ANY POSTDATED CHECKS WILL NOT BE ACCEPTED. The Tax office can be reached at: 973-410-5314.

Utilities

The Borough's Water Department operates a water supply system which consists of three wells, two storage tanks and water distribution lines. The present number of wells and underground aquifer supply sufficient water to the 3,100 system users. The Water Department is a self-supporting utility.

Solid waste is collected by Pryer Disposal Company, with individual residences and business establishments responsible for payment of the collection service. New Jersey State law requires all residents to provide proof of contract for solid waste disposal.

Electricity and gas are supplied by Jersey Central Power and Light and Public Service Electric and Gas Company.

Voting Information

Registration requirements state you must be eighteen years of age on or before the election in which you are to vote; you must be native-born or show proof of naturalization; you must have resided in New Jersey and in the county for thirty days. Voter registration applications are available at the Clerk's Office in Borough Hall. You may also contact the Morris County Office of Elections at 973-285-6066. Frequently Asked Questions About OPRA:

What is OPRA?Open Public Records Act – N.J.S.A. 47:1A-1 et. seq. The Open Public Records Act (OPRA) is a State law to increase the public's accessibility to view and copy government records maintained by public agencies in the State. Additionally it provides the public a procedure to register a complaint when a request for access to government records is denied. A "government record" is defined as a physical record that has been generated, maintained, or received by a public agency in the course of official business.

What public agencies are covered under OPRA? OPRA applies primarily to executive branch of State government, certain records of the State Legislature, state authorities, commissions, state colleges and universities, county governments, municipalities, fire districts, school boards, planning and zoning boards and other county and local boards, agencies and authorities. OPRA does not cover the judicial branch of government.

Are all government records accessible to the public? While most government records are accessible to public access, some are not. Information received by a State Senator or General Assembly member, from, or concerning, a constituent is not considered a government record. The same is true for communication prepared for State Senators or Assemblymen. Other records that are not disclosed to the public include: information that would threaten homeland security; personal information; interfere with competitive business practices. Information on other exceptions to disclosure can be obtained from the Government Records Council.

Why are some records not disclosed? While OPRA mandates that limitations on the public's right of access should be decided in the public's favor, a public agency is required to keep a citizen's personal information from public access when disclosure would violate the citizen's reasonable expectation of privacy. Subsequently, it may be necessary for the public agencies to redact certain personal information (i.e. social security, credit card, driver's license or unlisted telephone numbers) from the record before releasing it to the public.

How do I obtain government records from public agencies? OPRA requires that all public agencies appoint a Records Custodian. It is the function of the Custodian to release government records to the public. People who want to obtain public records should contact the Custodian of the public agency that holds those records. In addition, OPRA requires that all public agencies adopt a Records Request Form. This form must be filled out and hand-delivered, mailed, or transmitted electronically, but cannot be transmitted verbally. Contact the agency that you are requesting document from for specific instruction on how to file the form.

Do I have to have a formal Records Request form for all government records that I request? Many public agencies will continue to use non-OPRA forms for routine records requests that are usually filled promptly. In the event this type of informal request results in a denial, the Records Custodian is obligated to provide a formal denial that includes information about OPRA appeal rights.

How long will it take the Custodian to respond to me? The Records Custodian must comply with the request "as soon as possible," but no later than seven business days after the request is received. Requests for access to budgets, bills, vouchers, and contracts must be processed immediately. The seven-day "clock" starts the day after the request is received. If a record is in storage or archived, the Custodian will advise the requester within seven business days and tell the requester when the record will beavailable.

Are there fees involved? The public agency can only charge the public for the cost of copies of printed government records. The fee structure will not exceed $.05 for and 8 1/2 x 11 page or $.07 for 8 1/2 x 14 sheets.  If the requester asks for a record to be copied in a particular format, and the public agency is able to honor that request, the agency may charge an additional charge to cover the cost for any extensive use of information technology or for the labor cost of personnel providing the service. In such cases the custodian may require a deposit when you submit your request.

Can my request be legitimately denied? Yes, reasons for denial reside for the most part in OPRA's exceptions. Additionally a request maybe denied if the requester fails to properly fill out the records request form or fails to provide proper identification.

What happens if my request is denied? If your request for a government record is denied, there are two avenues of redress. You may file a suit in Superior Court, or you may apply to the Government Records Council for intervention.

What is the Government Records Council? The Government Records Council (GRC), is part of the State's Department of Community Affairs, is charged with providing assistance to the public and records custodians, and with hearing complaints about denial of access to records. The GRC is composed of the Commissioners of Community Affairs and Education (or their designees); and three members of the public. An Executive Director, assisted by professional and clerical staff administer the work of the GRC. For further information on the GRC, please visit their website at www.state.nj.us/grc/.

Recycling is picked up curbside every other Thursday by the Morris County Municipal Utilities Authority (MCMUA).

For missed pickups, call: 973-659-3490. Missed pickups must be reported by 10am Friday!

SINGLE-STREAM RECYCLING – The Morris County Municipal Utilities Authority "all-in-one," single-stream recycling collection program allows cans, bottles, cardboard and all other paper to be mixed together for recycling. All of these items can go into one recycling container (all items must be empty, dry, and free of food residue):

  • Aluminum and Steel – Cans made from aluminum or steel, loose metal jar lids, steel bottle caps, clean aluminum foil, pie plates, and trays.
  • Glass Bottles and Jars – Bottles and jars made from glass including clear, brown and green glass. Caps and lids not included. Specifically omitted from this definition are drinking glasses, windows, mirrors, light bulbs, and anything made of Pyrex® or ceramic.
  • Plastics coded 1, 2 and 5 – Plastics coded to indicate that they are comprised of the specific types of plastic compounds (polymers) known as polyethylene terephthalate (1-PETE), high-density polyethylene (2-HDPE), or polypropylene (5-PP). Plastic caps and lids larger than 3" in diameter are acceptable. The smallest acceptable plastic is an 8-oz yogurt cup. DO NOT recycle plastics coded 3, 4, 6, 7, flower pots or trays, or uncoded plastics.  No plastic bags, shrink wrap or any other 'soft' plastics should be placed in the recycling.
  • Corrugated Cardboard – Shipping containers made with kraft paper linerboard and corrugated medium. Corrugated cardboard must be flattened.
  • Mixed Paper – Various categories of recyclable paper including, but not limited to office paper, file folders, junk mail, envelopes, flyers, newspapers and inserts, magazines, catalogs, paperbacks and phone books, wrapping paper, paper bags, tissue and cookie boxes, paper towel and toilet tissue cores, frozen food boxes, cartons and boxes used for milk, juice, soup, broth, etc., 6-pack and 12-pack cartons from soda, clean paper ice cream containers.

50-Pound Limit – There is a 50-pound limit on the weight of any individual container set out for curbside recycling collection by the MCMUA. If you have more than 50 pounds of material to recycle, you must use multiple recycling bins, each weighing no more than 50 pounds. Containers must have handles.

Don't Tie the Paper – The single-stream facility and its screens work when paper is loose and two dimensional. Do not tie or bundle any newspaper, corrugated cardboard, magazines, junk mail or any other paper; just put all loose paper into the same recycling container with all of the other material. Flatten or cut corrugated as needed.

Welcome to the Borough of Florham Park, often referred to as "A Community of Volunteers". Florham Park is a small suburban community located in Southeastern Morris County, approximately 30 miles west of New York City. We are bordered on the south by Madison and Chatham Boroughs; on the north by Hanover and East Hanover Townships; on the west by Morris Township; and on the east by the Passaic River, The Borough is 7.6 square miles in size, and has a population of approximately 12,605. Our residents enjoy excellent schools, a wide variety of recreational activities, a beautiful library as well as many other activities such as our Summer Gazebo Concerts and our awesome 4th of July Parade and Fireworks Display. Florham Park's convenient location to trains, buses, and major airports, and a friendly small-town atmosphere make it easy to understand why Florham Park is one of Morris County's most desirable communities to live in. The New York JETS now call Florham Park home with their State of the Art Training Facility and Corporate Headquarters located right here in Florham Park.

Day Camp

2021 Florham Park Day Camp

The 2021 Day Camp will be limiting the number of campers this year due to the COVID-19 pandemic.  Camp begins on Monday, June 28th and run through Friday, August 13th.  Camp begins at at 9 am and ends at 3 pm.  Morning and afternoon extended care options are available for an extra fee.  Masks will be provided to all campers and staff.  Masks will be worn when inside and will be required outside when social distancing is not possible.  Groups will be organized into small pods and will stay together throughout the day.  Campers will be going to the FP Municipal Pool on Mondays and Fridays.  Trips are available at an extra fee however space is limited due to the smaller number of children allowed on a bus.  Please see the Day Camp 2021 calendar below (subject to change).  Parents can register their children through our registration portal, Community Pass.

LIT/CIT Program

The LIT Program (replacing the previous VSL Program) is an education course designed to help young people entering 7 th grade in the Fall to develop their awareness and basic skills of youth leadership. LIT's will work with our camp staff and the group to establish positive team building skills and to learn how to implement team work in a group setting. They will have the opportunity to shadow CIT's and counselors on a daily basis, learning teamwork, communication and volunteer skills.  This program has a morning session (8:45-12:15) and an afternoon session (12:15-3:00 pm).  If your child is interested in becoming a LIT they will need to fill out a form and return to the Rec. Dept. by Friday, April 5 th .  It is a selective program, with a limited number of spots. You will fill out the LIT Application, and you will also be asked to bring a form in to school for a Teacher or Guidance Counselor to fill out, so we may gather a little more information about you. You will also be asked to come in for an interview. Based on the answers you provide in the application and feedback from, you will then be asked to come in for an interview. Once we have finalized our selection in April/May, you will be sent an email confirming your weeks.

The CIT Program is an education course designed for children going in to 8 th -10 th grade, (who haven't turned 16). It is a program designed for young adults to work with our staff learning how to establish a positive camp experience for youth. Training will include how to manage a group setting and take on the responsibility of planning and implementing daily activities. This program is from 9:00-1:00 and your child must make a 2 week commitment. If your child is interested they will need to fill out a CIT Application and return to me by Friday, April 5 th . It is a selective program, with a limited number of spots. You will also need to bring a form in to school for a Teacher or Guidance Counselor to fill out, so we may gather a little more information about you. Based on the answers you provide and the feedback, you will then be asked to come in for an interview. Once we have finalized our selection in April/May, you will be sent an email with weeks you will be working

Smart 911 is FREE, and your information is secure, accessible only to a 9-1-1 call taker. This service can provide key information to responders that can make your family safer. For example:

  • Address Details: How to access your home, number of bedrooms, location of utility shut-offs, and if you live in a multi-family building
  • Family Details: Number of residents, ages, photos of children, and your landline and mobile phone numbers
  • Medical Information: Medical conditions of certain residents, medications taken/required, allergies, mobility of residents, and if special equipment is needed in an emergency
  • Animals: A list of your pets, service animals and livestock, and their names so responders are aware of them as they enter your home. Also, include the name of your veterinarian
  • Emergency Contacts: Family members, friends or neighbors to be contacted in case of an emergency
  • Vehicles: Make, model and license plate number in case of a motor vehicle accident

Residents can offer as much or as little information to first responders through Smart911 as they wish
